CHAPTER 51

AREA 5

1998-1999

 

Section 1. Authority. These rules are promulgated by authority of Wyoming Statutes 23-1-302, 23-2-206, 23-3-201, and 23-3-202.

Section 2. General Fishing Rules. The provisions of General Fishing Rules (Chapter 46) apply except as specified below.

Section 3. Coverage. Area 5 includes the North Platte River, Sweetwater River and South Platte River drainages.

Section 4. Seasons and Fishing Hours. Fishing is permitted 24 hours per day during the entire year except as specified differently below:

(a) Bump Sullivan Reservoir in Goshen County is closed from November 1 through January 31.

(b) Rock Creek Reservoir in Fremont County is closed from November 1 through May 31.

(c) Springer Reservoir is closed from November 1 through January 31.

(d) Toltec Reservoir and the North Laramie River upstream to Kafka Reservoir are closed to fishing April 15 through May 14.

(e) The North Platte River from Kortes Dam to the confluence with Sage Creek (Miracle Mile) is closed to night fishing (8PM - 6AM) during the month of April.

(f)The following waters are closed to fishing all year:

(1) The canal between Wheatland Reservoir #2 and #3 from headgate on Reservoir #2 to the canal mouth on Reservoir #3.

(2) All ponds within the Edness Kimball State Park are closed to fishing, minnow seining and minnow trapping.

(3) McDonald Lake in Natrona County is closed to fishing.

(4) Grayrocks Reservoir between the spillway and floating regulatory buoys or as designated by regulatory signing is closed to fishing.

Section 5. Creel Limits, Length Limits, Tackle Restrictions on Specific Waters. The general creel limits (Chapter 46, Section 5) and legal fishing methods apply in Area 5 except as specified differently below:

(a) A & M Reservoir, Sweetwater County. The limit on trout shall be three per day or in possession. Only one trout may exceed 15 inches.

(b) Diamond and Little Diamond Lakes, Carbon County. The limit on trout shall be two per day or in possession. All trout less than 16 inches must be returned to the water immediately. Fishing is permitted by the use of artificial flies and lures only.

(c) Diamond Springs Reservoir. The limit on trout shall be two per day or in possession. All trout less than 16 inches must be released to the water immediately. Fishing is permitted by the use of artificial flies and lures only.

(d) Dome Rock Reservoir, Carbon County. The limit on trout shall be one per day or in possession. All trout less than 20 inches must be returned to the water immediately. Fishing is permitted by the use of artificial flies and lures only.

(e) Encampment River, Carbon County from its confluence with the North Platte River upstream to Highway 230 at Riverside. The limit on trout shall be six per day or in possession. Only one trout may exceed 16 inches. All trout between 10 and 16 inches (inclusive) must be returned to the water immediately. Fishing is permitted by the use of artificial flies and lures only.

(f) Festo Lake, Platte County. All largemouth and smallmouth bass less than 12 inches must be returned to the water immediately.

(g) Grayrocks Reservoir, Platte County. All largemouth and smallmouth bass less than 12 inches must be returned to the water immediately. The limit on crappie shall be fifteen.

(h) Hawk Springs Reservoir, Goshen County. All largemouth and smallmouth bass less than 12 inches must be returned to the water immediately.

(i) Laramie River (Big), Albany County, from the Pioneer Canal Diversion upstream to the Wyoming-Colorado state line. All rainbow trout must be returned to the water immediately. The limit on trout other than rainbow shall be six per day or in possession, only one may exceed 16 inches; and all trout between 10 and 16 inches (inclusive) must be returned to the water immediately. Fishing is permitted by the use of artificial flies and lures only.

(j) Lost Soldier Reservoir, Sweetwater County. The limit on trout shall be three per day or in possession. Only one trout may exceed 15 inches.

(k) North Platte River from Gray Reef Dam downstream (8 miles) to the upstream boundary of the Lusby Public Fishing Area. Limit on trout shall be one per day or in possession. All trout less than 20 inches must be returned to the water immediately. Fishing is permitted by the use of artificial flies and lures only.

(l) North Platte River from the upstream boundary of the Lusby Public Fishing Area downstream to the Bessemer Bend Bridge (Natrona County Road 308). The limit on trout shall be two per day or in possession. Only one trout may exceed 20 inches.

(m) North Platte River from Kortes Dam downstream to the confluence with Sage Creek (Miracle Mile). The limit on trout shall be two per day or in possession. Only one trout may exceed 20 inches.

(n) North Platte River from Pick Bridge (County Road 508) downstream (approximately 5 miles) to the downstream end of the old Frazier Place public fishing area (R85W, T18N, S10). The limit on trout shall be six per day or in possession. Only one trout may exceed 20 inches. All trout between 10 and 20 inches (inclusive) must be returned to the water immediately. Fishing is permitted by the use of artificial flies and lures only.

(o) North Platte River from Colorado-Wyoming State Line downstream to the Saratoga Inn Bridge. The limit on trout shall be six per day or in possession. Only one trout may exceed 16 inches. All trout between 10 and 16 inches (inclusive) must be returned to the water immediately. Fishing is permitted by the use of artificial flies and lures only.

(p) Seminoe Reservoir and the North Platte River proper from Seminoe Reservoir to the Wyoming-Colorado state line. The limit on walleye shall be twenty fish per day or in possession.

Section 6. Age Restriction on Certain Waters. It shall be unlawful for persons 14 years of age and older to fish in the following waters:

(a) Huck Finn Pond in Albany County.

Section 7. Special Winter Ice Fishing Regulation. There shall be a special winter ice fishing regulation. (Chapter 46, Section 2B) during the ice covered period on the following waters.

(1) Alcova Reservoir in Natrona County.

(2) Glendo Reservoir in Platte County.

(3) Grayrocks Reservoir in Platte County.

(4) Pathfinder Reservoir in Natrona and Carbon counties.

(5) Seminoe Reservoir in Carbon County.

Section 8. Live Bait Fish. The use or possession of live bait fish in Area 5 is prohibited except as specified below.

(a) Live bait fish may be used for bait in Seminoe, Kortes, Pathfinder, Alcova, Gray Reef, Glendo, Guernsey, Grayrocks, Hawk Springs, Bump Sullivan, and Springer reservoirs, Packers Lake, and the North Platte River proper from Interstate Highway 80 downstream to the Wyoming-Nebraska state line (except 8 river miles from Gray Reef Dam to the upstream boundary of the Lusby Public fishing area) provided said bait fish are obtained from a licensed bait dealer authorized to sell bait fish for use in those waters.

(b) Seining and trapping of live bait fish is prohibited in all waters in the Horse Creek Drainage, the South Platte River Drainage, Medicine Bow National Forest and all waters located west of Interstate Highway 25 in the Laramie River Drainage.

(c) A holder of a valid seining license may seine or trap live bait fish in Area 5 for use as specified below:

(1) Live bait fish seined or trapped from the North Platte River proper downstream from Pacific Power and Light Dam (Converse County) to the Wyoming-Nebraska stateline and the Laramie River Drainage east of Interstate Highway 25 may be used only in Glendo, Guernsey, Grayrocks, Hawk Springs, Bump Sullivan and Springer reservoirs, Packers Lake, and the North Platte River proper downstream from Pacific Power and Light Dam (Converse County) to the Wyoming-Nebraska stateline.

(2) Live bait fish seined or trapped in the North Platte River Drainage between Pathfinder Dam and Pacific Power and Light Dam (Converse County) may be used only in Pathfinder, Alcova, Gray Reef, and Glendo reservoirs and the North Platte River between Kortes Dam and Glendo Reservoir except 8 river miles from Gray Reef Dam to the upstream boundary of the Lusby Public Fishing Area.

(3) Live bait fish seined or trapped from the North Platte River Drainage upstream from Pathfinder Dam to Seminoe Dam may be used only in Pathfinder Reservoir, North Platte River between Pathfinder Reservoir and Seminoe Dam, and Kortes Reservoir.

(4) Live bait fish seined or trapped from the North Platte River Drainage from Seminoe Dam to Interstate Highway 80 may be used only in Seminoe Reservoir and the North Platte River from Seminoe Reservoir to Interstate Highway 80.

(5) Live bait fish may be seined or trapped from the North Platte River Drainage upstream from Interstate Highway 80 to the Medicine Bow National Forest for use as dead bait in Area 5. Any bait fish captured must be killed immediately.

Section 9. Spear Gun Fishing. Underwater spear gun fishing is permitted in Alcova, Glendo, Grayrocks, Pathfinder and Seminoe reservoirs from June 1 through August 31. The limit on walleye in Area 5 shall be two fish per day or in possession. All other general and specific water creel limits apply.
